Rules of Golf discussions and meanings • Loose Impediment Stops Ball on Edge of Hole

First, I want to thank those that have made excellent contributions to the discussion relating to my previous question, on a player causing a ball to move following an invalid drop. I understand that we have to accept rulings made by the Ruling Bodies in interpreting on-course incidents, but that does not necessarily mean that we always believe them to be correct. I am definitely on the side that thinks that no penalty should have been incurred by the player in this question.

I now have another personal difference of opinion with the RB's, following their ruling on the extraordinary circumstance that is said to have occurred during a round at Mossman Golf Club in Queensland. If you are not aware of this incident there is a photo, with a USGA statement (publicised via their Facebook account!), on my blog site at this link

Their ruling was made 'in equity', which is reserved for issues not covered by the Rules. In my opinion, this should not apply to this incident, as the ball in the photo is not holed within the Definition of Holed, and their ruling means that the player may pick up their ball without fulfilling the requirement of Rule 3-2. Am I alone in not agreeing with their ruling?
