B has holed out for 6.

The fact that C has not holed out  does not in itself  mean that he has lost the hole .
He could replace his ball  , incur a penalty under 18-2, and then hole the putt and score a 6 under "certain circumstances."

We do not even know if they have teed off the next hole or even left this green.

The reason that C has lost the hole is because he has incurred a penalty and has not advised his opponent B before B has played a further stroke.
