Yes, unless it is covered by anything else in the list of "except" in Rule 18-2 or he had deemed it unplayable. It's very clear to me that the player in the original question incurs a penalty for a breach of Rule 18-2. He accidentally moved his ball in play and none of the exceptions in 18-2 would excuse him for his clumsiness. Play on!
