It's very clear to me that the player in the original question incurs a penalty for a breach of Rule 18-2.  He accidentally moved his ball in play and none of the exceptions in 18-2 would excuse him for his clumsiness.  Play on!
So I'm clear on your opinion.  A player is required to re drop.  As he is reaching for the ball, he moves it doing something that would not be considered directly  attributable to the act of lifting the ball. (His hat falls off and moves the ball.)  You would give him 1 PS?
Yes, unless it is covered by anything else in the list of "except" in Rule 18-2 or he had deemed it unplayable.  (His hat falling off is not directly attributable to the act of lifting the ball.)
