I think the real issue is with which ball did she play her 4th stroke with? it was only after this stroke that the doubtful situation arose. She either played her OB or her PB. IMO if she played the PB she is therefore entitled to correct her error and play the OB - if she played her OB then no issues and she incurs no penalty in playing the PB as a second ball.
I'm starting to lean towards Ron's simple answer :-)
