I'm just reading in between the lines here........is the Committee trying to sit on the fence and declare the hole halved to placate A for some reason? is there some coercion going on?
IMHO the question posed in the OP has been clearly answered. The claim as we understand was valid and the Committee must now consider the claim and apply the RoG, they cannot shirk their responsibility. However, if it's a case where the Committee are not in agreement then as Doug suggests they should refer the ruling to the R&A and then sit smugly knowing that somebody else will call the shots and they have not directly caused any offence to A or B.
This is not the first time I have come across where a Committee in a valid claim situation resolve the dispute by automatically declaring the hole as halved. In their minds nobody loses out and it also alleviates the need to know and apply the RoG.
Only two weeks ago in a match player X putts and lips out, he taps in the 9" putt for a 5. Player Y who already lies at 5 claims the hole as X played out of turned. Y makes a valid claim, X disputes the claim. The Committee later deemed the hole halved as it seemed the fair thing to do! go figure that.
