I agree with John. It seems straightforward enough. A mistakenly thinks that B rather than he is penalised for not removing the flagstick in time and that he wins the hole. B disagrees and states he is making a claim.

Was the attendance of the flagstick authorised? Yes
Was the failure to remove the flagstick accidental i.e. innocent of any intent to disadvantage A? The questioner does not mention any suggestion otherwise and so I take is as a Yes.
Was there a breach of a rule and if so who is penalised? Yes [Rule 17-3] ; A loses the hole [D 17-3/2]
B wins the hole. That A has not made any claim is irrelevant.
