We don't don't know the ball didn't cross the margin as we don't know where it is. We must make an assumption. IMO, the reference point for the drop is the best estimate of where the line on which the ball was travelling would cross the margin.
My little puzzle of the reference point for the drop remains in the situation where there is no point where the ball would cross the ground level margin of the GUR (which is possible because the tree rooted in the GUR has a significant part of its canopy outside the ground level GUR margins - the original post talking of 10 yards). We still need an immediate solution for this (unusual) scenario. Longer term we should probably sack whoever marked the course.
