Surely something as simple as a tent covering the pitch would solve the issue of waterlogging? It just needs to be a pitch cover that is raised at the center circle to make the rain fall away. Then if you had some kind of tent you stick a heater under there overnight and that helps the freezing issue too?

I'm guessing there are issues to that though because it seems too simple a problem to fix.
