Is it possible to add lower league teams into pes 2021 or FL25?

As a Birmingham city fan we aren’t in the game and was wondering if it’s possible or if there’s anything out there already where you can add teams in where the leagues aren’t on there. I’m new to pes modding so it may be a silly question.
