Ticket exchange/reassign

Is it fair to assume that :

if I buy one of my season ticket seat for one of my network that if they decide that they don’t want it that you can get a refund via the ticket exchange?

That said, if I wanted to reassign it to someone in my network who is not a season ticket holder that I would be able to do this during the general sale period?
