80s comedy actor

I'm racking my brain thinking of the name of a British comedy actor that appeared in TV in the 80s and before and after. Deadpan expression, protruding jaw, often played a character who wasn't the brightest. Id expect him in things like brush strokes, up the elephant round the castle etc. but I can't find his name anywhere ?
