Apparently the put your name on your body so we can identify you thing, is used for evrey hurricane when there's an evacuation order. It's mainly done to shock people who are planning on staying put.

Not that this one doesn't look especially bad, the video from the International Space Station of the Hurricane from a couple of days ago was absolutely terrifying.
