specialized hotrock boys bike or mens apollo slant?

Buying for son age 9 but really tall can ride the apollo slant cheapest bike from halfords at 14inch frame but have option to buy a specialized new boys hotrock at 21inch(wheel i guess) for same price(but haven't seen this in person) which one best and is the specialized one going to be small?
