Dahon Mariner D8 Rear Wheel Untrue Even With Even Spoke Tension

I'm getting a lot of spoke snapping issue on my Dahon Mariner D8 2018. Went to LBS few times, but eventually decided to get a Park Tool tension meter to replace broken spokes myself.
I went over each side of the rim yesterday and evened out drive side spokes to around 105kg tension and non drive side to around 55kg tension.
Each side is now withing 10% variance limit and a wheel became super wobbly and untrue. I'm really confused, what might cause it, since all tension is even and how can I make it true while keeping even tension in that case?
