Who pays for E-Bay Bucks?

I've been getting a lot of E-Bay Bucks offers lately.

I can understand rolling the 1% Bucks into the fee schedules. And, have read that sellers do like the boost of sales when quarterly rewards are distributed.

But, what about the 8% or 10% Bux offers? They can come up to substantial...
