Hypothetical - can a bike frame be "chopped"?

Here's the deal: I have a frame that's a more-or-less perfect candidate for 650B conversion (brake reach, clearance between rear stays, etc.) except for one thing that's kept me from building it up already (besides my laziness): it's the tallest frame I own.
