Hissing sound coming out of tube valve

When I try to pump the tire on my bike, a hissing sound comes from the valve and the tire doesn't inflate. The tire is fully flat. When I take the tube out of the tire, I can inflate the tube no problem. But, then when I put it back into the tire it's the same problem.

An ideas what is causing...
