Tire clearance front/rear discrepancy

Pics show adequate clearance, but front is a 23mm, rear a 33. Measured tire widths are within 0.2 of spec.

Anyone experience this much difference?

Fork matches perfectly and sure does seem like original.

edit: tried a front wheel with a 25mm and that looks to be the max I’d run.
