Mysterious freewheel

I am cleaning out my parts and came across a freewheel that I can't identify. It's a 3 speed: 1/8" 16-19-22 with the brand name of *The Best Wheel*. It's stamped made in France, but the threads are 30.2x1.0mm. and not 34.7x1mm.

Is this for a junior or novelty bike?
