Vintage Sekai -- How much rust is too much?

I just got lucky enough to suffer my first stolen bike, and so I'm looking for a cheap road bike to fill the void, at least for a bit of time. I found a 1985 Sekai 1000 for $80, if I forego the seat (which is fine, since i have extra). The only possible issue is attached-- will this rust be a...
