Front suspension in handlebar stem above head tube?

I wanted to ask if it might be feasible to have the front suspension in the handlebar stem above the head tube instead of in the front forks to decrease the height of the top tube to facilitate mounting and dismounting the bike.

I was thinking of two splined shafts telescoping into one another...
