Frame Size Questions

I'm looking to upgrade my 1986 avon but would prefer to reuse my somewhat new frame if possible.
My first question may be a bit stupid and will show my ignorance in frames, but my frame is 66in wide when I measure the inside with 2-inch rails so 68in if measuring the full end to end. Does that mean my frame is 66in, 67in, or 68in wide?
My second question is, more importantly, how wide of a raft should I be looking for if I want to use the same frame? I'm looking at the NRS otter 142 so...
