American Rivers: A pollution case in Hawai’i threatens to upend the Clean Water Act nationwide

Supreme Court has an ongoing case relating to County of Maui polluting Pacific Ocean and damaging a nearby coral reef by discharging millions of gallons of treated sewage water indirectly into the Ocean. The County argues that the water is discharged into ground water which seeps into the Pacific Ocean, so it does not need clean water permit for this. So, will the Clean Water Act be sufficient to protect the Ocean and coral reef or it has a loophole which is being exploited?
