Painted hypalon boat

A friend just bought a used hypalon boat that has been painted... Poorly.
In addition to being ugly, the geniuses tried patching the boat over the paint without removing the paint first... I removed one patch with my fingers.
I know we need to re-do all the patches and remove the paint from those areas (likely physical removal), but is there a hypalon-safe solvent we could use to remove this from the entire boat?
