Why is the Klay deal not done?

The Warriors don't do player options or no trades. I suspect that is the holdup. Any other thoughts? Steph did not get those sweeteners. Would Klay NOT sign if he did not get those included? The W's might have a problem if they cave for Klay but didn't for Steph.
