CARL ALBERT STATE COLLEGE HONORS REGENT R. CARROLL HUGGINS UPON BOARD RETIREMENT
Carl Albert State College proudly celebrates the remarkable tenure and retirement of Regent R. Carroll Huggins from the Board of Regents; Huggins’ steadfast service on the Board has left a lasting legacy on the college and the communities it serves.
Appointed to the Board of Regents in May 1997, Huggins has provided over 27 years of dedicated leadership and strategic guidance. His impact has been instrumental in shaping the future of higher education in eastern Oklahoma, ensuring Carl Albert State College remains a beacon of opportunity, access, and academic excellence.
In addition to his role at CASC, Huggins has served as the Executive Director and CEO of KI BOIS Community Action Foundation, Inc. since November 1978. His tenure with the organization began in December 1968, marking over 56 years of service and leadership in community action. Under his direction, KI BOIS has grown into one of Oklahoma’s most significant service organizations, employing over 1,000 individuals and managing an annual budget exceeding $40 million. His efforts have helped expand services that address poverty, behavioral health, and community development across southeastern Oklahoma.
A retired Sergeant Major in the United States Army, Huggins served with distinction for 32 years, embodying the values of discipline, commitment, and service both in uniform and in civilian life.
Huggins is a graduate of Oklahoma State University with a degree in teacher education and spent four years as a classroom educator. His deep commitment to education extended beyond the classroom, including 15 years of service on the Stigler Board of Education and nearly three decades of leadership at CASC.
A man of strong faith and community roots, Huggins is a 50-year Mason and a devoted member and Deacon of Main Street Baptist Church in Stigler. He and his wife, Lana Huggins, have been married since August 13, 1966, and are proud parents of three sons.
“Regent Huggins exemplifies what it means to live a life of service,” said CASC President Jay Falkner. “His unwavering dedication to education, community development, and public service has left an indelible mark on Carl Albert State College and beyond. We are deeply grateful for his decades of leadership and wish him all the best in his well-earned retirement.”
