High pressure brings sunny skies, while low pressure to SW, combined with katabatic flows brings outflow to Fraser Valley. Pemberton Valley less affected by outflow. 

YVR 3000 ft winds aloft light and variable.  Vancouver E outflow becoming inflow to 10 km/hr by midday. Chilliwack gusty outflow NE 10 - 40 km/hr till late in the day.   Novice peak lapse rate -1.0C/1000ft.  

SEA 3000 ft winds aloft NE to 15 km/hr.  Valley winds N to 15/km/hr.  Novice peak lapse rate -1.5C/1000ft.
