But note also, that MLR G-9 will be in place on every significant Hard Card, essentially keeping the pre-2023 more restricted replacement framework for elite play. Another step in the direction of rules bifurcation with a more liberal setting for the masses. 
I agree, although in this process I find it a bit distracting that we are having two different Rules for this game of golf. I mean, we have now 85 local rules to choose from, many of them are used mostly/only in competitive golf. On tour hard cards local rules are listed by numbering only, because they are so long in written form that there is not enough space for them. I wonder if the players are familiar of the contents of all local rules, club golfers certainly not.
