Get a Ruling •

A player's tee shot hits a powerline (LR E-11 is in effect), which is observed by an official. The official becomes distracted and, turning back to observe play, sees the player about to hit his ball. Before the official can get to the player, he hits the ball. The official then asks the player if he knows that his ball hit the power line and the player responds that he and his fellow-competitor heard a faint sound but didn't connect the sound with the chance that the ball hit the power line. How does the player proceed and is he subject to penalty?
