And just to compliment what others have already said and alluding to your comment above.
The Commiittee can set the course up to provide as stiff a challenge as they desire .
So they can by local rule declare the "whole / part / etc "of the gate an integral part of th e course so that no free relief is available .
 Many a " hard card" do indeed place some restriction to free relief in this way.
However it is very important that the wording is crystal clear and leaves no room for misinterpretation .
Even if declared as "integral", if part of the integral object meets the definition of movable obstruction, it is treated as a movable obstruction. (definition of integral object)
Agree and have that confirmed by the R&A. No 'declaration' or hard card words can prevent relief being taken from a movable part of a gate. Only physically ensuring that the gate cannot be moved AND declaring them integral achieves 'no possible relief' status. And the advice also indicated they see no problem with that outcome.
