Agree and have that confirmed by the R&A. No 'declaration' or hard card words can prevent relief being taken from a movable part of a gate. Only physically ensuring that the gate cannot be moved AND declaring them integral achieves 'no possible relief' status. The Commiittee can set the course up to provide as stiff a challenge as they desire .
So they can by local rule declare the "whole / part / etc "of the gate an integral part of th e course so that no free relief is available .
Many a " hard card" do indeed place some restriction to free relief in this way.
However it is very important that the wording is crystal clear and leaves no room for misinterpretation .
