Surely it is that the player has replaced the ball in a wrong way, not in a wrong place. Dropping from 1cm or 1mm for example

Dropping from 1mm onto 13mm of dense level turf would never result in the ball to not remaining on the target spot such that the naked eye could discern it. It would take an aggressive referee to call it.
