Player B’s ball is replaced on its original spot (the spot where it was at rest before being moved). Player A’s ball is played as it lies and he or she gets two penalty strokes - Rule 11.1. To provide some background, a recurring theme during the Rules Modernization discussions was that a specific Rule needs to work for the vast majority of cases that might arise under it, but that we should be prepared to accept ‘unfortunate’ outcomes if doing otherwise would involve some sort of ‘carve out’ (for example, by providing an Interpretation that, in essence, alters the answer that the Rules provide).
