This issue has been taken to RBs. They have confirmed that, in stroke play, if a ball played from the PG hits another ball at rest (and in play) on the PG, the 11.1a penalty applies even if the ball at rest had been played, blown or moved by gravity into the position after the player's stroke.
They recognise this is an inappropriate outcome (it is not alone there) but it remains the rule (for now at least).
Returning to your question - "more or less" is actually a critical factor. If A's ball was struck before B's ball, there is no penalty.
Oh my, now I am puzzled again having read this post and all the following ones....

Doesn't this mean just the opposite of this: ' If A's ball was struck before B's ball, there is no penalty.' ???

I am SO falling to pieces with this one...
