Not quite correct.
The starting point is that the player decides whether to take relief under a rule and NOT the caddie .This is true for all rules and includes unplayable and or penalty area relief.( rule 10.3b(3).
The caddie has no authority to lift such a ball and make the decision .
Whether the player subsequently -'takes relief or not ' -is not the overriding consideration in deciding whether a penalty is incurred.
However there are occasions when the stroke may have been impossible and it is clear that the ball WILL be lifted. The ruling bodies have recognised this fact so they published an addendum to this rule in their clarification document as follows:
Rule 10.3b(2):
1. Caddie May Lift Ball When Player Will Take Relief:
So long as it is reasonable to conclude that the player is taking relief under a Rule, his or her caddie is treated as being given authorization to lift the ball and may do so without penalty. (Added 12/2018) .
So for example ---if the ball was possibly playable in a penalty area but in a difficult position , the caddie cannot make the decision for the player .
If the caddie prematurely lifted the ball the player could not avoid the penalty by then deciding to take relief as this subsequent action could be construed as circumventing the rule to avoid the initial breach.
