 There has been no course ever you have visited where the OB markings have not been in place and all necessary details have always been described in the Local Rules. That is what you are saying, correct? 

No. Where did I say that? I was commenting specifically on situations where I have encountered courses which have OOB margins extending to infinity when the line diverted at right angles from the 'expected' line. Badly or incorrectly identified OOB are not uncommon and if I am doing the pre competition inspection, are rectified.
