If someone hits a ball over the OOB and it lands in a water hazard (penalty area) are you entitled to a drop? Ball is within the course bounds, and as per the rules you should be entitled to relief via a penalty stroke.

The problem is that there is nowhere to drop as the point you crossed I into the water is OOB.

Is this simply OOB because you can’t drop or should there be a drop area?

Is the penalty area actually in the area designated as OOB? Such that the ball does not return to the inbound part of the course.
Or does it involve the ball flying over the OOB margin returning to the inbound part of the course where the penalty area id located?
