3) That discloser has nothing to do with the correctness of the answer given but it is there to protect the party having given the answer in situations where the answer has been spread out to cover other questions than the one the answer was given to.
I don't have any issues with your comments here, my previous post simply added my observations into the mix.
1) At this early stage of 2019, putting our new Rule book and guidance into practice is throwing up a range of circumstances that would appear to be outside the explicit planning that the new Rules represent. This is not a criticism, I personally think the new Rules are a great step forward from the earlier complexity. But I am of the view that RBs need all the sensible feedback we can muster to smooth off the occasional rough edges and they need to take responsibility for the answers where the published material is not sufficient to answer a question unambiguously.
3) This year, I am seeing some responses with the discloser and some without. I personally am very disappointed to see that discloser because it gets in the way of expanded education for all. I also believe that a much better disclosure would be along the lines of noting that the answer is specific to the question so the answer may not apply if any aspects of the question change. I would also like to see explicit acknowledgement in any cases where an answer provided is necessarily of an interim nature because further process between the RBs is needed to complete the consideration of an issue. I would also like to see all their answers published electronically, other than in the simple cases where they are merely advising answers that any good rules student could find. IMO, we are at risk right now that the only people who will be on top of all the really tricky questions under the new Rules will be that subset of RB folk that are dealing with the ruling requests.
