3. Along the ground following undulations, or as you put it, first vertically and then horizontally. However, as I believe we are talking about a ball embedded outside the bunker, e.g. in a wall made of e.g. stacked turf, the RA does not extend to the horizontal area as that area would be in the bunker and you cannot take a relief from General Area into a bunker.
Do also note Rule 14.2e in this particular case. A ball embedded in the side of a bunker in the General Area will most likely not stay in the RA when dropped and subsequently placed. Thus a spot has to be found where a ball will remain at rest and that spot must be in the GA.
