Club length for measuring purposes is the longest club in your bag other than your putter.  That definition does not say the longest club other than the putter needs to be a conforming club.  So why stop at 54 inches?  I've seen a trick golf pro executing a stroke with a 20 foot club!  That would enable some relief area flexibility!

And the simple question here is are you penalised for defining and exploiting a relief area with the longest club in your bag other than your putter (which all looks 'legal' so far) if the club is a non-conforming club significantly longer than the longest conforming club in your bag (other than your putter).

And the answer is.........  I don't know, because RBs haven't told us.

It would appear to be logical for RBs to take the view that measuring of the limits of the relief area in the way defined in this question is illegitimate, so a ball dropped and played from a position outside the limits defined by the player's longest conforming club (other than the putter) would mean ball dropped outside the relief area and played from a wrong place, getting the general penalty.  So this would be my guess.  Plus the PA relief penalty, and assuming no serious breach, a total score of 7 based on 4 personal strokes and 3SP, answer C.

Yet again, I have limited interest in the MGA's opinion, I need to hear from RBs.
