What you are proposing would violate the entire principle of getting free relief from something that occurs on a golf course but is not meant to prohibit normal play or even make it more difficult. If in Johnson's case a player would not be granted relief why should he be granted relief from standing in a tiny pool of temporary water in the middle of a fairway? After all, the interference is minor, close to non-existent.

These DJ situations are rare compared to those where no real advantage is gained. Sometimes you get a lucky break, sometimes you don't. That is golf.

It's obviously a matter of opinions, although,

- It's not the same getting relief in the woods than from the middle of the fairway. Relief from sprinklers in the middle of the fairway (or tiny pool of water) bring no issues.
- You questioned my "opinion" about a Rule that might be re phrased in regard with a clearly unreasonable advantage by the Rules,  I question the Local Rule for a ball out of bounds; which is being adopted in several Golf Clubs in Argentina, affecting handicap and competitiveness for the great majority of golfers (allowing a player to elect when to use it to his convenience and when to play S&D), and young tour players question the Ruling bodies with petulance because they want their own Rules.
 - Question is,the huge change of the 2019 RoG opened a can of worms which is yet to be closed. .
