I was only comparing the penalties for IMO similar breaches. If the player has just become aware that the opponent has been using two caddies, and there is some evidence (such as the opponent confirming) that this arrangement had been in place since the start of the round, then the player is 7 up after 7 holes regardless of the match score prior to that point and the match resumes at the 8th.
