1. Most of the tours haven't published their HC's yet
2. Many organisations are waiting what R&A will answer about possibility to use that LR before publishing it
3. Not even one round played yet where someone will face the situation that moving stone in bunker makes ball moving

And most important:  What the heck this got to do with it if the change is logical, fair or good? No, not even one of those three. Unlogical, unfair and bad and totally opposite than all other changes in new rules that allow player to take relief in many situations
