Here, answering these questions we have the logical answer on the change and the reason why this local rule no longer has any reason to exist.

Why not to allow stones to be movable obstructions at all parts of the course?  Stones (small and loose) don't belong to golf course and are dangerous. 
oh BTW..... most of the stones at general area are from bunkers. 

Can you tell me one good reason why someone should be forced to hit the ball and stone on the golf course?
