I refereed last year at a tournament for players with disabilities and was hugely impressed by the determination of all concerned and the great spirit and determination with which they played.
The Rules can't really deal with your suggestion about phusical access to bunkers - that's a course design/management matter - but they can make allowances. If I remember rightly from my homework for that tournament, there is a clause in the modified rules allowing an unplayable drop back on the line outside a bunker with one penalty stroke for players who can't get in and out of bunkers. I don't have the book to hand so that is just from memory.
I don't know what the 2019 rules say because the page on the R&A website won't open. There will of course be the option available to all players of deeming a ball in a bunker unplayable and dropping back on the line outside the bunker at a cost of 2 penalty strokes.
