Thom I like your thinking but I'm looking for something more than theory. I'm pretty sure if the bank on the edge of the path was only 6" high I would not be having this angst. However, it's not, it is 4' 6". So let's focus on ball B and a right handed player intending to play a normal  r/h stroke and he elects to take relief from the path.
A quick measure to the right of the path is straight forward and we can quickly determine a reference point which has a measured value of 'x' from where the ball lies. So how do we now determine a reference point on the left of the path? Do we measure along the path and then upright and then a couple of inches onto the top of the bank to get a measured value? or diagonally from where the ball lies to the reference point? surely there cannot be choices of measurement. The sum of the two sides will always be greater than the hypotenuse and this is where I have my dilemma. Am I giving this player relief to the left or the right of the path. If I take the sum of the two sides then this more than likely will be greater than the measurement 'x' to the right of the path. If I take the diagonal measurement the reference point on top of the bank would be less than 'x'. One location gives the player a nice lie and the other is in deep deep rough.

No relief available scenario and the player declaring an unplayable would still give me grief if he elects to take lateral relief to the left of the path.
