You are correct. My opinion was based on the the premise that NPCR/5 in the new rules covered it.   Reading it again, (more carefully☹),  the last line of /5  does make the exception (found in 2018 ) necessary......not to mention the fact  /5 isn't really talking about an interference from another nearby area where relief would also be allowed.....sigh. 

I'm getting too old to learn new rules.
