This Local Rule for intervention on line of play by a protective fence on my course was approved by the R&A:

Protective Fence behind 4th tee 
If the fence intervenes on the line of play, relief may be taken by dropping the ball in the nearest Dropping Zone. Exception: relief from intervention on the line of play by the fence may not be taken if
  • anything else makes it impracticable to make a stroke on a direct line to the hole;
  • it would clearly be impracticable for the player to hit the ball far enough to reach the fence;
  • there is interference from anything which would make a stroke impracticable.
I did not have to worry about how far back intervention might be claimed as there is a steepish slope in front of the fence and a ridge  which does the same job as Doug's line burnt into the grass. Too far back and you don't see the fence because of the ridge.
