Get a Ruling • Picking up the wrong ball and failing to mark

Hi all, new to the forum and currently in turkey playing a Ryder cup type game.

Please help with the following
Player A and B vs player C and D. Best stapleford score from the group wins the hole in match play.
Player A hits onto the green. Doesn’t have time to mark and player B plays on and hits player As ball, moving it 5ft.
Player C from the opposition believes he’s seen it all, goes and picks up player Bs ball, incorrectly, and moves to where player As ball was and marks it with his foot.
It’s then pointed out to player C by player B who was behind him that he’s picked the wrong ball up. He should have picked player As ball up to replace it where it was before player and ball hit it. Player C was adamant that he had picked the right ball up. After a few minutes he agreed he had picked the wrong ball up. He had failed to
Mark player Bs ball position and had marked player As ball position with his foot.

Player D stated it was loss of whole for matchplay and agreed by players A&B
Player C says rule 20.3 comes into effect, but this seems inappropriate for picking up an opponents ball, which was in play and not marking it.

Help please???
