You appear to be saying in 2 above.
That if a player (C in this case) -- asks the question - then both he and his partner(D) will be penalised if B does not answer .
But if a player ( C In this case) asks the question - then only he ( and not partner D) will be penalised if he answers?
There is no rationale to this premise.
When C asks the question and commits the breach - the only possible two answers are -
C only gets penalised or both C and D get penalised.
The answer cannot depend on whether B answers.( that would be B's breach- not C or D.)
Whether a player or partners get penalised depends on whether the breach has assisted the partner or adversely affected the opponents in match play only?
No Wendy needs to explain clearly the answer posted by MGA.
