If the ball was at rest I'm with you 100 per cent. But the question does not say that. I am reading the question as the ball has not stopped moving (the appearance of it stopping was overridden by the subsequent facts) so the player is not permitted to lift the flagstick and to do so is a penalty.Chippings wrote:In cases like this , which happen all the time , a player approaches his chip shot in order to tap his ball into the hole.

No - once the player has used reasonable judgement and is content that the ball is at rest - he must be allowed to remove the flagstick.
Accordingly by exercising reasonable judgement in this scenario ( which just happened to take 15 seconds) the player should not be judged to have moved the flagstick whilst the ball was in motion
So I think we are agreeing on what the rules require, we differ only on what the MGA is trying to explain. That is, what we have assumed they are saying takes us to a different answer. I have certainly seen a ball dribbling along very slowly with a flagstick in the hole unable to be lifted under the rules.
